ELKINS – The Elkins- Randolph County Library was the recipient of a Snowshoe Foundation grant obtained by Elkins Bookhounds, Friends of the Elkins Randolph County Library, to provide books and art materials for a children’s summer program, “Read Create through the Decades.”
